She obtained a BS Degree in Biology from Guilford College, Greensboro, NC and completed her Masters In Education at The University of North Carolina at Greensboro.

Her national (AANA) professional responsibilities have included the following: Item Review Committee, Council on Certification; On-Site Visitor for Programs of Anesthesia, Council on Accreditation; and educational representative, Council on Recertification. She served on the ASA/AANA Liaison Committee and the Nominating Committee of the AANA. She served as Regional Director, Vice President, and President-Elect of the AANA and was President of the AANA from 1988-1989. She also represented AANA as an affiliate member to ANA’s Congress on Nursing Practice and Economics. She was appointed to the ICN Expert Panel on Nursing Leadership in 2006 and was nominated by ANA. Ms. Ouellette has been active in the International Federation of Nurse Anesthetists and served three terms as IFNA President.

Ms. Ouellette has lectured extensively at both the national and international level. She has presented at over 750 meetings in 40 states and has 78 publications to her credit including 7 chapters and 1 book. She received the Achievement Award from the North Carolina Association of Nurse Anesthetists in 1994. In 1995 she became a Fellow in the American Academy of Nursing. In 1996 she received the Dannemiller Award for Excellence in Anesthesiology.

At the present time, Ms.Ouellette is President of R and S Ouellette Inc, a consulting company specializing in continuing education, organizational leadership, and legal consultation. She is a Visiting Assistant Professor in the School of Nursing at The University of North Carolina at Greensboro. She continues to teach at the nurse anesthesia programs at : Wake Forest University Baptist Medical Center; Raleigh School Of Nurse Anesthesia; and Duke University Nurse Anesthesia Program. Major responsibilities include didactic instruction in physiology, pharmacology, and anesthesia-related topics at these graduate anesthesia programs.

Dr. Clark Jones earned her BSN from the University of Wisconsin, MSN from the Pennsylvania State University and PhD from the University of Illinois. Dr. Jones has taught at the University of Wisconsin, Milwaukee, University of Alabama, Birmingham and Tuskegee University. She is a member of Sigma Theta Tau International Honors Society of Nursing, Southern Nurses Research Society and International Nurses Christian Fellowship. Dr. Jones teaching include nursing leadership, research, community/public health, psychiatric/mental health, Evidence Based-practice and research courses in university and hospital settings. She developed, taught and implemented EBP and research programs in an ANCC Magnet-recognized pediatric facility.

She has worked as: a Psychiatric Clinical Nurse Specialist in private practice, End of Life/Hospice case manager, Community Head Start and School Consultant and Program evaluator. Her love for community and community health led her to co-produce and present on a weekly television show “Families In Focus” for 6 years.

Dr. Jones has been Principal Investigator and Co-Principal Investigator on a numerous clinically-focused research studies including: violence and resiliency, adolescents as research participants, families and caring, lateral violence in pediatric setting, MRSA, medication errors, spiritual expressions of children in a hospital setting, and ECMO in children. Her research interests include: innovations in education and clinical practice, spiritual and cultural expressions and needs, informatics utilization and outcomes and returning military personnel/families health , adjustment and treatment needs and services.
